Add quotesDisabled to Frontend Assetlist
Makes Penumbra UM quotesDisabled: true
before, unstabled flag resulted in BOTH unstable AND disabled to be true, but now it just applies to unstable.
"disabled" is effectively unused at this point.
both "disabled" and "quotesDisabled" are two separate properties, and both exist.
